A smaller machine given a long call puts every core into it and stops answering, so the hub that sent the work cannot see its progress or reach it for the length of the call.
The Fleet page's Load balancing table now has a "Largest prompt sent" setting for each peer. A call whose prompt is larger than that stays on this hub; a smaller one is still sent when the hub is busy. The decision is written to the scan log with both numbers, and the Fleet page says why a call stayed home.
Only an administrator can change the setting, and each change is recorded with who made it and what it was before. A peer with no limit set is sent exactly what it was sent before.
